RMBC Employment Solutions - Any good?

Has anyone here used the Employment Solutions service that RMBC offer? If so, are they any good? I recently got referred to the Connect to Work service which is run by South Yorkshire Housing Association but that was a non-starter. Giant Hogweed

How do I report this and to whom? I saw three lots of it growing on the Trans Pennine Trail not far from the crossing over Dearne Rd on the way to Old Moor nature reseve. It wasn't tall yet, about 2ft high but I recognised it. The plants were all right next to the path where they could easily be touched by the unwary.
